Islamabad - Afghanistan's warring factions yesterday agreed to discuss a permanent ceasefire and the formation of a commission of Islamic scholars to end the 18year war, officials at the peace talks said. The progress in discussions between representatives of the hardline Taliban Islamic militia and their rival northern alliance came at the start of the second day of the talks, jointly sponsored by the UN and the OIC.
