Mr Slobodan Milosevic's brother, who is Yugoslavia's ambassador in Moscow, said on Russian television that there was a legal procedure for a transfer of power that should be followed.
Appearing on a talk show on NTV television, Mr Borislav Milosevic said it was still possible for dialogue in Belgrade. He suggested a legal transfer could take two months.
