The Kerry engineer suspended for seven days after an investigation into planning matters, and later recommended for promotion by an independent interview board, has not been promoted.
The Local Authority Professional Officers' (LAPO) branch of SIPTU, the union representing former Killarney town engineer Mr Donal Mangan, says it will be raising the question of why Mr Mangan failed to be promoted to senior executive engineer, given that he served his suspension and complied with disciplinary procedures.
Mr Mangan was earmarked for reassignment to another area following an investigation by the council into planning matters on his lands near Beaufort, Co Kerry.
A meeting with LAPO has been arranged at the request of Kerry county manager Mr Martin Nolan to discuss a new draft code of conduct for professional officers in Kerry, following planning investigations in the county.
The question of why Mr Mangan's promotion was not ratified by Mr Nolan will be raised by Mr Frank O'Malley, branch secretary of LAPO, when he meets Mr Nolan in Tralee today.
Mr Mangan had been acting senior executive engineer for some years.
After serving his suspension, he was interviewed for the position of senior executive engineer by an interview panel drawn up under the Better Local Government Provisions.
He was among the top 10 recommended for one of 11 positions of senior executive engineer.
