Washington-Republican Senator Jesse Helms of North Carolina, a congressional champion of conservative causes for nearly 30 years, is expected to announce today that he will not seek re-election next year. Mr Helms, whose career has been marked by opposition to communism, planned to announce his decision on a local television station.
