Skopje - Macedonia decreed an amnesty for disarmed ethnic Albanian guerrillas yesterday after weeks of inaction which raised doubt about its commitment to a Western-engineered peace agreement.

The move fulfilled a critical provision of Skopje's August pact with the insurgents and will help pave the way for the reintegration of the rebel-inhabited north.
