“They have also fuelled the drug trade and thus contributed to the murders and the mayhem,” she said.
Ms O'Sullivan, who represents Dublin Central, said tackling criminal justice issues, increasing the police presence and enhancing the Criminal Assets Bureau were welcome but only part of the answer.
“It will not resolve the more fundamental issues that have been neglected for decades,” she added.
The communities had shown great resilience, pride and humour, she said, adding that she acknowledged work had been undertaken.
Taoiseach Enda Kenny said given Ms O’Sullivan’s experience as a public representative and citizen, she knew more than most about the north inner city.
He said it was the State’s duty to ensure citizens could go about their daily lives free of fear and pressure.
Mr Kenny said restoration works in Limerick took 10, 15 or even 20 years and required an enormous amount of money.
“We have to start by resourcing gardaí to do their job,” he added.
A meeting of the Fine Gael parliamentary party last night debated crime and justice issues. Wexford deputy Michael D’Arcy said he had no confidence in Commissioner Nóirín O’Sullivan, but Mr Kenny said he had confidence in her.
