The death brings the total number of lives lost on Northern roads so far this year to 29, this is seven more than for the seam period last year and up some 50 per cent on the figure for this time in 2012.

The Stormont environment minister Mark H Durkan has already moved to clamp down on the rising totals. But in February plans to introduce a cross-Border system of penalty points were put on "pause" because of legal complexities.

Some 78 people have died so far this year on the Republic’s roads.

Last year the Minister of Transport Leo Varadkar and the then SDLP environment minister Alex Attwood agreed to introduce a system where Southern motorists convicted of penalty point driving offences would have the points recognised in Northern Ireland and vice versa.

The death toll on Northern roads last year was 56, up from 48 the previous year. The total for 2012 was the lowest on record.

Garda figures point to a total of 190 people killed on the State’s roads in 2013. Their deaths represented an increase of 28 on the previous year and brought to an end a continuous series of annual reductions in fatalities stretching back to 2005.
