Rangoon - A top United Nations emissary met leaders of Burma's military government yesterday at the start of a four-day mission aimed at nudging the ruling generals towards democracy.

The UN Assistant Secretary-General, Mr Alvaro de Soto, held separate meetings with the Foreign Minister, Mr Ohn Gyaw and Brig Gen David Abel, minister to the office of the head of the ruling military council, Gen Than Shwe.
