ROZNY - President Boris Yeltsin paid a lightning visit to yesterday announcing peace was in sight but again ruling out independence for the breakaway republic.
"The war is over. You have scored a victory," Mr Yeltsin told Russian troops in the devastated city a day after he reached a ceasefire accord in Moscow with the rebel leader, Mr Zelimkhan Yandarbiyev.
