Madam, - Conor O' Clery writes (December 30th) says that "declaring war is the most awesome powera [US\] president has. . ." An awesome power? Unquestionably. A presidential power? Absolutely not. Only the US Congress can declare war.
The United States has, of course, gone to war a number of times without a formal declaration of war but that is an entirely different matter. - Yours, etc.,
